The Ministry of Public Security’s Fire Prevention and Control Police and Search and Rescue Department have ordered local units to report about unusual explosions of motorbikes and cars, said Major General Do Van Son, head of the search and rescue department.
The move came after several bikes had recently exploded for unknown causes. Son said petrol quality might be a possible cause and his department’s scientific research agency was reviewing vehicle explosions nationwide, especially in Hanoi, for further investigation.
Colonel Nguyen Duc Thang, director of the Center for Scientific and Technological Research under the department, said when a vehicle burst into flames, it was essential to keep the scene intact for investigation, including the vehicle, the situation of the wire system and carburetor, and the kind of petrol used.
He said many motorbike explosions were reported too late for investigators to come to the scene to identify whether they were caused by carelessness or sabotage.
Scientifically, if an explosion isn’t caused by carelessness or sabotage, it may result from a combination of factors such as petrol leak and electric short-circuit, Thang said.
In the case of the Dream II motorbike that caused the death of 29-year-old Nguyen Thi Quynh in Bac Ninh, it is possible that an explosive mixture had been formed, Thang said.
As for a scooter whose petrol tank is put within the boot under the seat, if there is even a small hole in the tank, petrol or evaporated petrol will leak and accumulate within the boot to form an explosive mixture which can explode when exposed to a spark triggered from a short circuit in the vehicle’s electric wire system that has been damaged, for example by a mouse.
